CRS -- Iraq Casualties: U.S. Military Forces and Iraqi Civilians, Police, and Security Forces (Updated)

This report presents U.S. military casualties as well as governmental and nongovernmental estimates of Iraqi civilian, police, and security forces casualties.

For several years, there were few estimates from any national or international government source regarding Iraqi civilian, police, and security forces casualties. Now, however, several Iraqi ministries have released monthly or total casualty statistics. The U.S. Department of Defense (DOD) releases the monthly trend of Iraqi civilian, police, and security forces deaths. In addition, the United Nations Office for the Coordination for Humanitarian Affairs (OCHA) has charted the trend of civilian casualties from August 2007 to April 2009, and the United Nations Assistance Mission for Iraq (UNAMI) reported on the number of deaths by suicide bombers in 2008.

Nongovernmental sources also have released various estimates of Iraqi civilian, police, and security forces casualties. This report includes estimates from the Associated Press, the Brookings Institution, Iraq Body Count, the Iraq Coalition Casualty Count, Iraq Family Health Survey, the most recent study published in the Lancet, and the British survey firm, Opinion Research Business.

Because the estimates of Iraqi casualties contained in this report are based on varying time periods and have been created using differing methodologies, readers should exercise caution when using them and should look to them as guideposts rather than as statements of fact. This report will be updated as needed.

The right candidate will be part of the CM team made up of civil, electrical, QA/Safety, mechanical, security and Project Management.; as well as being a “guru” with a detailed understanding of Mechanical and Electrical systems to include means and methods of installation, functionality, schedule sequencing, quality control focus points, system start-up, commissioning, troubleshooting, etc. A big “must have”: a solid personality and composure with ability to keep control of the client, project execution, subcontractors, locals, etc.

KEY RESPONSIBILITIES
Builds effective relationships with customers, design team, subcontractors, suppliers, and user groups that reflect and support company core values and meets or exceeds the customer’s expectations. Although the role of the military advisor to senior foreign officials is honored in political history, it became almost a forgotten art when it was needed in Afghanistan and Iraq. Whatever the past, the American military services are now fully engaged in nation-building in the Iraqi and Afghan conflict zones, and the advisory responsibility seems certain to be needed elsewhere as well. Advisors have become an invaluable part of the nation-building process, and whether they are assigned to counsel and work with governors, generals, or Cabinet Ministers, their role has decided impact on America’s overall political and military strategy. This guidebook draws on the experiences of diplomats and military officers who have served in such advisory roles, and whose work with senior foreign officials was carried out in conflict zones at critical times. Although the examples are drawn from life in the Islamic world, the precepts have widespread application, and the examples will be an important part of any advisor’s--be he military or civilian--preparation for his mission.

The recovery will be rocky, the risk of policy gridlock is high and exit strategies will remain uncoordinated.

After predicting that 2010 would be a "Year of Two Halves,” we'd like to say we've been pleasantly surprised by recent data. Instead, a string of releases in the past two weeks has made it clear that the sluggish second half is here.

Since the end of 2009 we have been emphasizing that the recovery would be multispeed--or at least two-speed--with much of the advanced world displaying a below-trend, anemic growth pace and the emerging world showing a more V-shaped recovery. Now, the global macroeconomic deterioration that we still see emerging in the second half of 2010 increasingly is becoming the consensus view. In much of the advanced world this low growth will feel like a recession even if these economies technically avoid a double dip. Meanwhile, emerging markets are showing that even their more robust recoveries are not insulated from the slowdowns and structural adjustments in advanced economies. We have never been subscribers to the decoupling thesis and believe that emerging markets also will have to partially adjust to a "New Normal."

My client, a top international brand in US Government DOD and DOS contracting, is looking for an Executive Recruiter. The Executive Recruiter will be part of the large corporate recruiting department conducting searches for HR, Legal, Benefits, Accounting, Finance, Business Development, Proposal, Contracting and Marketing. These positions may be based in US or overseas but mostly in the US and will require direct contact with the hiring managers.

The atmosphere is highly demanding and lots of energy required with positive attitude. It’s not for everyone, not for they shy - but very rewarding and there is a possibility to be taken on full time after initial assignment is complete. The winning candidate will be an organized thinker, professional and capable of presenting themselves well with senior management who don’t micromanage – you must be self driven. And, able to sell the company to potential candidates!

The ideal candidate will:

a. Act as the Recruiting Candidate Project Manager and follow the search through offer acceptance.
b. Have minimum 9 – 10 years recruiting experience with executive level search assignments in the $100K - $300K range; capable of handling 4 to 10 searches simultaneously.
c. Be thoroughly familiar with full cycle recruiting including name sourcing (internet searches, job boards, social media, and niche sites), full candidate screening per job description, communication with the hiring manager; scheduling and follow up on interviews (feedback both ways); preparing the job offer through acceptance; then handing off to other generalists in department for on boarding.
d. Extremely familiar with Applicant Tracking Systems and computers; preferably with SONIC but not required; able to work with job requisitions, posting through the ATS, sifting through applicants, testing the postings for proper functionality, etc.

According to the Bureau of National Affairs (BNA), the U.S. Department of Labor's (DOL) Office of Federal Contract Compliance Programs (OFCCP), which is responsible for ensuring that those doing business with the federal government don't discriminate and take affirmative action, this year, plans to hire more staff, conduct more onsite reviews, and place a greater emphasis on affirmative action compliance. Specifically, OFCCP has announced plans to develop proposed rules to strengthen recruitment and hiring goals for military veterans and persons with disabilities, and to propose new affirmative action standards for the construction industry.
